This is a worldwide problem, not specific to only a few consulates, and affecting both immigrant and non-immigrant processing. Travel.state.gov reports, “Our team continues to work 24/7 to restore the systems to full functionality.”
Visas have been and will be issued for “urgent humanitarian cases,” but the backlog is deep. Because of the uncertainty, King Sunny Ade has cancelled his remaining tour in both Canada and the United States.
